Skills 1-3 are book 1. Book 2 is skill 3-6. Book 3 is 6-10. They get a moodlet that says "above my level" if you read one that doesn't match the skill level. If it isn't working, trying opening up the cheats (control, shift and C) and type in resetsim (type sims full name here without parenthasis). 1. + XP.

Yes cooking is easy as well but I consider that a life skill and so never really count it when skilling my sim up because they'll do it autonomously. Photography, if you're including the 5 level skills. If you spam taking selfies you can max it out in about 30-40 minutes in game.
