ECU minimize the early RPM as much as possible. You are never in 0-1000 RPM so it isn't needed. Max out all after 0/1/2. Turbo is the same you are almost never under 5000 rpm so maximize as much as you can in the right side of the graph just like the ECU. Nos as per usual with NFS games, velocity always better than duration.

Transmission: I generally go for top speed for most things, acceleration for Street X and drift. Aerodynamics: Full downforce. ECU and Turbo: Full bars at the end, and have the first bars gradually build up to it. Nitrous should be fine on its default setting.
